Transportation and Logistics business unit within Energy
department. We are looking for a Third-Party Carrier Manager to
provide vision and leadership for the strategic role common
carriers play in supplementing our fleets in Transportation and
Logistics. This individual will create and champion a culture of
safety. You will drive operational excellence and optimization with
the right cost management and pricing strategy to maximize the
benefits for internal fleets supplemented with external 3PL
resources. In this role, you will build a CHS truck brokerage (3PL)
operation that can leverage the size and scale of CHS resources to
add capacity and value to internal BUs and external
customers.Responsibilities
- Seek to understand the specific carrier procurement challenges
and customer needs and explore end to end solutions within and
outside of the CHS Transportation fleets.
- Strategically, grow the business with the current carrier base
in alignment with account growth strategy and market demands as
well as identify and generate new carrier partners through carrier
sourcing and analysis.
- In collaboration with team members, ensure retention and growth
of current business at acceptable levels. This includes analysis of
operations execution, understanding profitability of the overall
pipeline, forecasting business changes, pricing strategy, and
capacity strategy.
- Fluently present our combined fleet and common carrier services
to both internal and external customers.
- Collaborate closely with both the Central Dispatch and
Automated Fuel Delivery logistics teams as well as the sales team
to provide short and long-term carrier solutions.
- Effectively communicate plans with all stakeholders. Work
independently in an often-ambiguous work environment. Carrier
Database Management
- Direct all aspects of sourcing and vendor relations with
third-party logistics providers and owner-operators, including all
contracts and agreements.
- Responsible for annual spend of $40 million. - Maintain carrier
contracts, requirements, insurance requirements.
- Manage carrier rates and FSC schedules.
- Develop and maintain routing guide.
- On-board Carriers in the CHS TMS and financial systems.
- Manage seasonal capacity using CHS Fleet Third-Party Carriers,
and owner operators.
- Play a key role in the on-boarding of new carriers as it
relates to the business.
- Comprehensive knowledge of product offerings across multiple
supply chains.Carrier Procurement and RFP Management
- Understand current market conditions and competition within the
carrier space.
- Experienced with DAT, load boards, and brokerage.
- Experience with backhaul, load optimization, and TMS
technology.
- Assist in building out carrier procurement tools and
participate in Transportation RFP's.
- Ability to manage multiple projects.Carrier Management
- Negotiate rates and contract terms, ensuring rates paid for
transportation services are competitive and sourced in the best
interest of CHS.
- Serve as subject matter expert on transportation markets and
rates.
- Ensure that all third-party transportation relationships are
profitable and additive to business unit earnings.
- Carrier Scorecard Management.
- Track and measure carrier KPI's.
- Mentor and develop Logistics Specialist on carrier management
responsibilities specific to their regions.
- Partner with cross functional teams across CHS to develop
carrier strategy for specific geographies and commodities, and
internal business units.Carrier Analysis
- Develop metrics and performance scorecards to measure and
manage third-party vendor performance.
- Expense management and control.
- Growth and Seasonal Planning management.
- Manage carrier rate tables and tariffs across all
commodities.Stakeholder Collaboration
- Partner with cross functional teams across CHS to develop
carrier strategy for specific geographies and commodities, and
internal business units.
- Partner with the Safety and Compliance organization to ensure
regulatory compliance and that all third-party transportation
providers maintain a level of safety consistent with the internal
CHS fleet operation.
- Working with team members to identify which markets are best
served by internal fleet.Minimum Qualifications (required)
- High School Diploma (or equivalent)
- 7+ years' experience in Logistics Industry with specific
carrier management experience to include one or more of the
following:
- RFP and Transportation bid management experience
- Strong negotiation, conflict resolution, problem solving, and
analytical skills
- Ability to identify, understand and execute based on market
trends and pricing strategies
- Transportation/logistics/distribution experience using multiple
Transportation Management platforms
- Familiar with standard transportation contract terms and
conditions
- Competent in carrier pricing and contract negotiations
- In depth knowledge of transportation and supply chain
software
- Ability to review and interpret financial models as they relate
to budgets and strategic planning
- Capability to influence decision-making and instill credibility
in customers, peers, and subordinates through meeting strategic and
tactical objectives, deadlines, and budgets.
- Freight-pay, audit and claims processing knowledge
- Experience managing team members in route optimization,
dispatch execution and analysisAdditional Qualifications
- Bachelor's Degree
- 4+ years of transportation experience working in the bulk
hazmat industry
- Working knowledge and experience using Lean tools
- Thorough working knowledge of Microsoft Office; understanding
of standard hazmat shipping practices; experience in working with
multiple Transportation Management Systems (TMS)CHS offers a
